When the news emerged that a new municipal building would be located upon the last remaining green area in the city, the citizens of Fukuoka erupted in bitter protest. The ACROS Fukuoka Prefectural International Hall successfully reconciles two opposing goals: maintaining the size of the park while providing the city with a powerful symbolic structure at its centre. The building utilises a series of garden terraces stepping up the facade, thereby giving back to Fukuoka’s citizens virtually all of the land that its footprint covers. The project was immediately approved and there were no construction delays due to challenges by the community.
